Default suggestions for loooow idel

before you start with "search" i've been thru this over and over and still have not found a solution even with previous write-ups by members...

Heres my situation. Car idels fine sometimes and other times it just drops to the stop needle but motor does not choke and shut down. engine shakes slightly but not at a point were it feels like its gonna die. when it idels good its usually around 700 still alittle low but i couldn't get it higher without adjusting the alen setscrew for the throttle pulley. and i allready tried the messing with the idel screw/cleaned the iacv. Sometimes idel would drop to the stop needle but engine does not shut down. question about the throttle plate, should it be shut completely at idel or open slightly? been driving for 2 months and still have not solved this problem.

my setup: 97 jdm b18c/blox intake mani+ hondata gasket/gsr throttle body with sohc vtec spring and pulley/ type R 4-1header/chipped p28.

i knoe bad idel is common to swaps. normally its the idel screw or iacv even leaking vaccume but since those didnt help. im not sure what else to check...

well first off, 700 rpm is not a low idle, 5 speed honda's are supposed to idle at 650 rpm +/- 50 rpm, so that's okay, as far as the idle dropping- does it do it randomly, or only under certain conditions?

if i remember correctly gsr motors idel should be 750+/- 50 the idel drop is randomly...... sometimes it will idel around 700 but other times it will drop to the stop needle... lately its been dropping to the stop needle but engine does not choke or shut off so i have no clue wtf its doing... when i disconnect the plug to the iacv it would be around 500 rpm then drop back to the stop needle I'm considering changing out spark plugs and maybe to dizzy obd1 but till then any suggestions? maybe bad iacv?
