stupid canadians! Please Help!

My 1994 Civic is from canada and has this metal plating that is covering the frame rails. Is there anyone who knows how to take this off?

the front end consists of two rails covered by the unibody
it is an important structural piece
i would not reccomend tampering with the frame or unibody
in any way unless you plan to fabricate a tube chassis
of have one fabricated for you
