Default still trouble shooting vtec ?

can a vacume leak cause vtec to not want to engage fully? I have a bad vac leak to my brake booster and i forced me to retard the timing like crazzy to compensate for the leak. This is a new ls/vtec swap and I have checked everything else I mean everything.
