I looked and looked but could find the answer I wanted. How does have a higher pressure radiator cap increase cooling ability? If anyone can, I want the technical answer.
I believe the numbers are every 1PSI raised in the cooling system is 5 degrees the boiling point is raised.
Do you need to know how a radiator cap works? maybe that'll help you understand easier?

well basically, the radiator cap is there to hold the pressure. It's spring loaded, and set at a certain pressure. When that pressure is exceeded, the cap opens up, and the pressure pushes the coolant out into your overflow tank. Here's a quick little writeup: http://www.howstuffworks.com/cooling-system7.htm Sometimes it will overflow if you have too much coolant in your system, sometimes it will overflow if you are overheating (coolant expands when it gets hotter), or most frequently, I would say, it overflows when the cap is broken..
The more pressure the cap will hold in, the higher your boiling point will be. But you have to make sure the rest of your cooling system is up to snuff (hoses, radiator end tanks, etc, etc..)
