Default Speed Sensor PROBLEM!!!

Sup all. I gotta D16 motor with a si distributor, intake manifold, si ecu, wiring the whole thing. Problem is, i put it in my 90 civic hatch and the sucker won't pass 4500 rpm. Lots of people say it's the TPS sensor. I just got that replaced today. Again...same thing. Now what's weird is that we checked and checked every wire from ecu to the bay and we could not find anything wrong. There is one thing though, the VSS(Vehicle Speed Sensor) cord was broken when i put the new motor in. Now some people say the car is not smart enough to make the motor lag. What do you guys think? Also, pin number B 16 was cut off and i know that's the VSS on the ecu....PLEASE HELP ME....thanks for your time too.

I do have a new cord in there from a 88-91 civic four door, but im not picking up any speed still!

B16 needs to be attached as it can cause problems with the VTEC/speed limiter/rev limiters

the ECU needs the VSS signal to 'know' that it is moving and at what speed.

it may be your problem...
