Default Spark, Compression and Fuel...will not start

I have a 97 civic ex with a swapped out F20B. This is in a ChumpCar. The car has always ran like a sewing machine, started right up and idled smooth. Last week, I put the car up on jack stands and degreased the entire bottom section of the car and rinsed it off with the hose. I cleaned under the wheel wells, engine bay ( didn't get the dizzy wet). When I tried to fire the car, it wouldn't start...acting as if it were out of fuel. It will "cough" once in awhile and act like it wants to start but it them resumes the dead crank. I can hear the main relay kick on, it has a TON of spark and the fuel pressure is more than enough. I can spray starting fluid into the intake and it fires right up as if nothing is wrong and dies once its out of starting fluid. Like I said, the only thing I did was rinse down the bottom section of the car and engine bay (I have done this many times). This is what I know at this point:

1. Compression
2. Good spark
3. Good fuel pressure ( swapped fuel pump, same result)
4. 12v of power to the injectors
5. Swapped ECU's ( same result)
6. Swapped Main Relay ( Same result)
7. Cleaned all the grounds ( same result) ECU, battery and thermostat
8. No blown fuses
9. test wired fuel pump ( stays on all the time) to bypass relay ( same result)
10. Distributor cap is clean, rotor as well.
My thinking is the injectors are not firing for some reason, because I have fuel to the injector and once I by pass them by squirting starting fluid in the THB it fires right up. I have 12v's to each of them, so power isn't an issue. This car does not have a crank sensor ( F20b does not use them) and the car harness was professionally built for my application. The car ran PERFECT prior to me cleaning it. What could I possibly have gotten wet that would cause this? I am running out of ideas and banging my head against the wall on this one Thanks in advance for your suggestions.

Had something similar on AEM EMS

for me it was cam crank sensors and timing belt installation.

Recheck those.

pull your spark plugs and see/smell if you are getting fuel on them. Then recheck your timing belt and timing like honda_12v said above.

Timing is fine. Plugs are dry

so if they are dry, and you have fuel pressure at the rail, then your injectors are not firing. Find out why they are not and problem solved
