Default Solid cel on my chipped p28

I just got it all hooked up and im showing a solid cel. the ecu is a p28 chipped for uberdata with a gsr base map. I crossed the scc and all it does is light up solid. Does this mean the ecu is screwed?

Does not neccessairly mean your ecu is screwed, could be a number of things

First off, double check all of you soldered connections.
If all is ok, then it could be an issue with Uberdata
version 1.7 Beta (1.67 I believe), has known to cause solid cel's even witha succesfully working map. Not sure why. You could try opening up the same .bin file you created for your basemap in version 1.65, and then resave it and burn from there.

If that does not work, then cut the jumper at J1, if you still get a solid cel, chances are your ecu is messed up.

No, p28's lack the electronics to monitor the knock sensor

Exactly, and I see some people forget to disable the knock sensor when programming a chip, especially if they've taken a P30 or P72 map and forgot to turn it off.
