Smoking is generally caused by bad rings OR valve stem seals. A compression test can give you an idea of the condition of the rings. Although a compression tests does not specifically test the oil control rings, bad compression rings generally mean bad oil control rings. And compression rings are seldom good while oil control rings are bad. However, anything is possible. Regardless, I would replace the valve stem seals first since it is a MUCH simpler and cheaper proposition. This could very well solve the problem, especially since you say you have some smoke on startup. If this doesn't solve the problem, then look to the rings.
