sluggish after driving on interstate

ok so i have a 1992 civic si hatch with b16b ctr swap. i drive around town to work everyday with no problems but when i hop ion the interstate for about 15 mins and when i get off my car has no power and is really sluggish. i dont know what the problem is but it happens alot then goes away after a couple days.
last time i just took off my fuel filter and emptied the gas out of it and it went away but i still dont know if that is the problem. any help?
my cat is fine no cel's timing is perfect and so is my dizzy timing. all cap and rotor and plugs are all new.

Forgot to post back on here. replaced the fuel filter last night. car runs great now. the guy at autozone said you should be able to blow through a filter with no resistance and i tried on my old one and it had a crap load of resistance. ill take a couple more interstate trips to make sure this is solved but it doesnt hesitate like it used to now.
