Default Si Timing Belt Question...

Sup guys...i have a 1990 civic hatch dx with a crx Si motor. Car runs fine until i get to about 4200 rpm then it just stops....doesn't die or anything but just struggles to go any faster. One of my guys said it might be the timing belt (retarded). So does anyone know how to do the Si motor timing and doing it right??? Let me know asap. Thanks.
