Setting timing on SOHC D(15) series

Default Setting timing on SOHC D(15) series

The shop manual has me removing the vacuum advance lines from the distributor and plugging them before setting the timing. Upon doing this, the timing marks are approx. 1/4 of the rotation of the crank pulley off of the TDC mark. With the vacuum advance lines plugged into the distributor (connected), the timing marks are on the TDC mark. Which is correct? The car runs fine with the settings from having the vacuum advance plugged in, and I am doubtful I can advance it enough to get the marks to match up without them plugged in (or that that would be wise- they are really far off.) TIA.
