set timing manually

yesterday i decided to check where is the rotor positioned when the crank is at 14 degrees
and it was about 3/4 past the cyl4 electrode.
is there a way to set the timing as close as possible without using timing gun?
my build is still having some issues so i thought if i set the timing as close as possible to 14 degrees it will make it run a bit better.
the b16 timing is set so i thought i can allign the gsr engine to same exact position with the clear dizzy cap i can see through.

I cant use timing gun like i said in first post. thr motor is not running properly and does not idle. So i wabt to know a way to set timing manually by alligning the rotor to spark plug posts on the dizzy cap... Tdc is set correctly already.
there is no accurate way to set ignition timing without a timing light. because the computer controls the realtime adjustment while the engine is running (reason for the wide tip on the rotor electrode) all you can do is double check the cam timing and set the distributor up with the bolt centered in the adjustment slot. Some guys are able to listen and get within a "good" range, but i couldn't explain how to do that.
what is the running problem that is preventing you from being able to set the timing with a light?

Diagnose the problem with the engine and then worry about ignition timing later. If it won't idle who cares if the ignition timing is correct?
Or if you think ignition timing is causing the problem, adjust the distributor until the engine will run and then test it with a timing light.
