Default Seized Camshaft????

I recently replaced my retainers on my gsr head, I had the whole head off the block so I can check the valves, everything was fine. Now that I have the head on the block, I have everything torqe down to spec, I go and put the timing belt on and try to turn the motor to tighten up the belt the intake cam doesn't move at all, the exhaust cam turns with the belt, don't know else it could be. Does anyone have any suggestions to what may be wrong or what I could also check for!!!!!!!!!!!!!!!

I just changed my cams yesterday. So your timing belt is just skipping over the intake cam gear? Can you turn just the cam by itself using a socket?
