Default rpms jump to 5k when started up..... please help

just installed a jdm b16a in my 98 dx. When we start the motor, the rpms jump to 5k and fluctuate up and down a few 100 rpms.. we replaced the IACV and believe we have a vacuum leak, but very unsure where it may be. there is one hose ontop of the throttle body that we cant find a home for, but the motor does the same thing when we cap it of start it uncapped... any help is appreciated... Thanks.

Check the throttle cable. Might be a bit too tight and holding the butterfly open.

Get a can of carb cleaner and spray around the IM while the engine is running. Listen for the engine to studder. If it does you've got a leak find out where it is. Also get your vaccum lines in order.
