rpms drop at 3000

rpms drop at 3000
When I hold my rpms at 3000 like I'm ready to launch the car, my rpms drop then go back up, drop and go back up. Does anyone know what causes my rpms to fluctuate like that? Also when I rev it pass 3000 rpms its fine. Some people say it's the TPS, some say it's the Fidanza light flywheel, maybe the larger injectors or Hondata, anyone else have any opinions? Any info will help, thanks.
