Well, it depends on what tires you are putting on them. But in general, the 15s would be better.
Though it also depends on how much heavier the 15s are. If they are much heavier, you are not only increasing the rotational mass, and lowering your horsepower to the ground, but you are increasing your unsprung weight, making your suspension slower to rebound after hitting a bump or whatever.

if you wanna get technical about wheel size, it all depends on your transmissions gearing.
