Depends, but possibly less rotating mass. Having a larger sidewall will likely make the ride slightly more comfortable, although it may have an adverse affect on your cornering ability with having more sidewall "roll".

I had 16s on my Integra for a while. 195 50 16s to be exact. It looked good, but I eventually hated the rough ride. My car is stock 195 60 14s, at 28psi. Personally I prefer the taller sidewall for a daily driver. Chances are you won't notice much if any difference in handling.

I'm confuse. If your talking about 15" rims vs a 16" rims? The only thing you have to worry is fitment issue if you have upgraded your rotors and calipers.

This is absolutely right. If the brakes are still stock, you'll have no issues. Really the only "advantage" to going to a smaller rim, is a taller tire sidewall for a softer ride and less stress on your bushings. Other than that, it's likely the 15" tires will be cheaper.
