Default Revs up and down when cold

I have a 93 Honda civic GLI stock standard. Some days but only on cold ones my revs will constantly go up then down. Even when the engine has warmed up. does anyone know what cold be causing this. Thanks

IAVC (idle air control valve) it is on the back of the intake manifold and has either been clooged gotten dirty or went bad.

TPS (throttle position senson) out of adjustment found on the back of the throttle body.

BAVL (bad *** vaccum leak) self explanitory
