rev problems from hell i need help bad

rev problems from hell i need help bad (91 integra) and it has no codes.
i have a 1.8 non-vtev and i start the car and after about 3 min. i hear a click from the ecu and my check engine light comes an and the red light on the ecu comes on . when that happenes the car idles ok but wont rev past 3k. i have replaced the tps and its still doing it . if anybody has any ideas plz let me know
je 10:1 pistons-eagle rods-pulleys-str block
guard-venom injectors-venom rail-aem fuel
ragulator-aem cold air intake-gude race head-matching
intake and throttle body-gude cams.and i also upgraded
my fuel line and the fuel filter.i hope you have some
ideas.im all out.

dam,a click from the ecu???sound like something shorted.Might need another ecu.i hope im wrong though. Check your wiring for shorts man.
...the car is obviously in limp-home
