I have this weird rev limiter problem.

Every time i am driving, for instance on first gear, after taking off it bangs off the rev limiter at 4500. And keeps happening all the way through the gears, then check engine light turns on and its doesnt do it anymore. Can someone help me diagnose this problem??

First step should be figuring out what the CEL says

 

Its a 2000 civic with a b20b swap

I haven't taken it yet going to soon.
The check engine light turns un every once in a couple revs.
I tried connecting an obd2 scanner but dint go through.
And Yes im still breathing.. Lol
