Default Remanufactured Engine Blocks Ok??

I'm looking to buy an engine block to swap into my car. I'm in the process of looking at a block right now with crank and pistons as well, but the problem is. is that the guy says its been remanufactured and he had bought it at a local auction and doesn't know too much about it. He sent me pics and it looks brand new.

What are your guy's feelings on buying remanufactured engines. What exactly does remanufactured mean? Was it a broken block at once and its been ghetto fixed or should everything that broke have been replaced with new? Should everything be up to specs and such if its from Honda? I know its hard to tell with the info I've given here but I just want opinions or want to know if you know someone who had a part fail on a remanufactured block or if you were gonna do an engine build, would you buy a remanufactured block. I've never bought a block before so any help is appreciated.
