*A dyno will be needed to figure both of these accurately but, I can give you my .02*
1) GSR cams vtec @ 4700
2) I would set the limiter @ no higher than 8K due to the stock B18b bottom end(power won't be made much higher anyway). You'd be pissed if a rod bolt said, "peace out". So, be smart and safe.

i'm going to be putting my ls/vtec turbo on the dyno soon, adding a turbo extends the torque/hp range but i'm still planning on cutting it off around the 7800-8000 rpm range. I'll be engaging vtec some where between 4300-4700 rpms depending on the dyno results. if you engage vtec too early you'll actually drop in hp before it pics back up
i had my lsvtec since 01
during the first year and a half it was revved to 8400 gsr ecu
then i got and itr ecu then it revved until 8700
and now i have a kenji with 8900
and it gets revved up there to the limit all the time
i also have ctr cams in it
with the chipped ecu
and a completely stock bottom end
its up to u where u want to rev at
i had complete faith im my mecanic so i rev the hell out of the motor
just make sure ur up to par with your maintence
i have new itr water pump, timing belt. and oil pump

Because the low cam lobe will start to fall off(power) a little before that point.
