Default Is rebuilding reliable?

I was wondering if a properly rebuilt and broken in bottom end is as reliable/well put together as a brand new one. Also, what is a general ball-park figure for the machine work to rebuild a motor (would want to get everything balance/blueprinted)? Does anyone have any suggestions for good places to go? Sorry for all the ignorant questions, but I am at a loss as to how to get started on this. Any suggestions or help is very greatly appreciated, thanks in advance.

Of course its as reliable. If you rebuild an engine correctly, then you have a brand new engine assuming you bore and check for straightness and use all the proper gaskets and bearings.

technically it would be just as reliable or moreso depending what parts are put in... but this is where the problem comes in... when u are re-building a block (i dont know how u are planning on doing so though) u do it to make it stronger... ie. to take more stress/abuse... people dont generally rebuild blocks to drive around town... they are more meant to beat the crap out of them... and this is what makes them last for a shorter amount of time... but technically speaking... and driven sanely... they are just as reliable IF the rebuilt block is to spec

From what you guys are saying the person who does the machine work is critical, so keeping that in mind, does anyone have any recommendations of places to look into that you have had good experiences with? Also, about how much did you pay and what did you have done? Ance again, any help is greatly appreciated, thanks in advance.
