Random tach spikes while idling? Normal?

Random tach spikes while idling? Normal?
Hey,
I just got a pre-purchase diagnostic on a 94 Prelude and the mechanic said the tachometer will randomly spike up to 3,000 or so RPM while the engine stays idle. The seller knows about this and says this is a normal thing... but my last 4th gen Prelude didn't do that!
Should I be concerned? Does this foresee an expensive repair?
