Default raising odometer or lowering odometer?

I know this is illegal. I'm not breaking any laws though since i own the car i'm driving and i will post Unknown Mileage on the title when i do sell it. I want to purchase a JDM XSI cluster for my G2 and will need to raise or lower the odometer to match my current mileage. I know i will have to convert my mileage into KM before because i'll be off. I heard something with a dremel and attaching it to the end of the speedo cable to change the mileage up or down. Is this correct?

please advise.
