rad fan question

your car will overheat at idle, but if you are driving and have airflow through the radiator it will just run hot.

no turning the heat on should not make the fans come on, however turning the a/c on will.

my car does not overheat at idle so I guess the fans are working? but it does if I don't turn the heat ON I replaced the thermostat yesterday but it still overheats
also the hose going into the thermostat does not heat up
what else could it be causing it to overheat?
