quick trouble-shoot: vibration

well at around 62-68 mph my steering wheel becomes vibrates quite noticably. everything before AND after is fine. it did this before when i had my old wheels and figured it was a balance issue. but now i have my new wheels and tires on and it still vibrates. what coul this be??
i hope its not my wheel bearing. could this be alignment related?

Ball joint? Very bad toe? Just because the tires wheels are new doesn't mean that they've been balanced properly. If you feel it in the wheel and not in your seat it has to be something up front.

it makes no noises i can hear. the wheels were balanced and doubt its that cuz it did it with my old wheels too.
andit deff is the front cuz its only the steering wheel.
