Default questions about boring block

my machinist asked me to get a torque plate for the top of the block so he could bore it properly.
the purpose is to simulate having the head torqued down on the cylinders.
you will have abnormalities in the cylinders under the torqued head. so if you bore it with the torque plate, you simulate those abnormalities so you get a perfect round bore under torqued conditions.

anyone know about this?
