Default proper steps for idle adjustment

Does anyone know where a writeup for proper idle adjustment is? Or somebody needs to make one. I've been messing with mine and still cant get it to idle above 500rpms. Heres what i did after gathering information from different idle threads:
unplug the IACV plug, turn the screw on the throttle body all the way in, then here is where i'm not sure. I was told to next adjust the allen screw by the throttle cable, but to what rpm?? and then turn the screw on the throttle body but again to what rpm?? and then when this is done turn the car off and reset the ecu. So basically i'm looking for the rpm increments that you want by adjusting the allen screw and then the throttle body screw.

oh...i wouldnt mess with the little allen bolt/screw stopper for the throttle pulley. Leave that stock, and just loosen up the idle adjustment screw (turn to the left while the car is on) and you'll notice your idle will start to go up.

well see, when i had the screw almost all the way out, it still would idle just about 500 rpms??? I've cleaned the IAVC screen and i still cant figure it out?

i would make sure your tb is clean with no carbon build up

is your ecu chipped at all ?
