rpm increments for idle adjustment?!

rpm increments for idle adjustment?!
I've been messing with mine and still cant get it to idle above 500rpms. Heres what i did after gathering information from different idle threads:
unplug the IACV plug, turn the screw on the throttle body all the way in, then here is where i'm not sure. I was told to next adjust the allen screw by the throttle cable, but to what rpm?? and then turn the screw on the throttle body but again to what rpm?? and then when this is done turn the car off and reset the ecu. So basically i'm looking for what rpm you set it to by adjusting the allen screw and then what rpm you set it to by turning the throttle body screw.(all done with IACV unplugged). p.s. sorry for another idle question
