Problem with new motor

I'm posting this for a friend but anyway I'll give you a list of specs-
B18B1 refreshed bottom end, new rings, hone job.
LS head
Crane Stage II turbo spec cams
Ferrera stainless oem size valves
3 angle valve job
crower springs
crower retainers
ARP headstuds/MLS headgasket
Anyway, my friend is planning on boosting it and we were getting towards the end of the break-in period, so we started to get on it, and see what the motor had without any turbo or anything. THe motor feels strong..funny idle but thats a given. idle has to stick around 1500, if it gets any lower than 1000 it gets pretty choppy. Ok here's the problems; the car will buck and throw a CEL for code 43 which is something for the fuel supply. Up at the track, the car ran and trapped the same et and trap speed that it did with the stock motor which was 15.2@93. So..anyone have any advice or ideas to check out? i'm open to any suggestions. I know they are turbo spec cams but the valve job should have helped somewhat with the car N/A until its broken in well enough to boost. so thanks for the help ahead of time.
