Default prelude o2 sensor/voltage problem

i got a '92 prelude SI with a jdm h22a in it. as soon as i push the gas hard it bogs and vtec is very very weak. it used to give me a code 41. so i replaced the o2 sensor with a one that hmotorsonline sent me and that code went away but now it's giving me a code 1 and it's still bogging...so i checked the voltage with a multimeter and it goes anywhere from .1-.9 kinda slow. when i give it any throttle at all it goes down to 0-.1. also when i pull out the white wire connected to the ECU at D14 i don't get a check engine light is this normal? should i replace the sensor again? is it the wires?
