Default Power steering parts

I have done searches for this, but have not turned up any info. No one ever messes with manual/power steering components other than the pump pulley?
I want to add PS to my 97 civic dx coupe. IS this possible?
I have had 2 honda/acura only service shops basically blow me off and say over $2000! Don't I just need a new rack, pump, bracket, belt, and maybe tie rod ends?

This is Brian, the service manager for Acur-it Honda Tech. Sorry it took
so long to get back to you. I've investigated your questions, and an air
conditioner kit is no longer available from Honda for your car. There are
companies out there that install aftermaket air conditioners, but our
experience is that they are of inferior(poor) quality, and don't have the
longevity of original Honda parts. To answer your other question, power
steering would be rediculously expensive to add to a car that never had it,
and the local Honda parts department didn't even have an idea of how to
order ALL the parts needed to add it. So, I am sorry to have only bad news

I have read the full instructions on removing PS from a fox chassis mustang (specifically 87 to 93). It is not difficult to do. The reverse is not difficult either. There are not many parts involved, and only a few actual changes. I do not see why a it would be more difficult or more expensive for such a common FWD car?
Maybe someone would be kind enough to explain why adding PS to a 97 civic dx would be difficult or expensive?
How do the repair/service centers replace PS components if they fail? Or has no one had a honda long enough for the parts to fail?
