Power steering and cold

Power steering and cold
whenever it's cold (-10 and below) my powersteering becomes hard as ****. drives me nuts, what could this be? anyone have any ideas? it's a 97 civic hb stock everything .. anyone else experiance this? normal or not?

Ottawa...today was actually -21...winter sux 
sounds like you got it locked down, the fluid thing, gonna have to look into that, maybe the previous owner/n000b decided that water lubed the system enough...heh we'll see
KS-R sup bro, I see this is what you do in the winters when you aint runnin them 11 second times huh?
