Default possible vacuum leak?

ok i have a jdm b16a and for some reason between 1000-2000RPM the engine will constantly drop several hundred rpm then go right back up, then drop several hundred rpm then go right back up, once i get the engine past 2000 its fine, it runs smooth. also when car is idleing about once a second the car act like it just misfired or something like that it will drop maybe 50 rpm or something like that. Anybody got any ideas? or maybe possibly its the ecu?

IACV, to test it out, take a hammer and hit it and see if it goes back to normal or just change it out,
