Default possible blown headgasket? coolant issues....

i check my fluids everyday and today i notice that my coolant overflow bottle was filled up above max, like half way to top from max line. Driving more today at stoplights the temp guage would start to rise then go down... go up-down-up-down....

blown headgasket or could it be something else? like coolant needs to be bled? i let it sit for about an hour so it cooled down a bit after driving, took off rad cap and started car... after about 15 seconds the level in the radiator just started to rise slowly.

thermostat? replace oem radiator with something bigger? retorque arp headstuds again? radiator cap?

motor was just built about 750 miles ago with a new oem headgasket and i havent really gotten on it too bad, only low boost 9psi and maybe 6500-7000rpm max. motor is 84mm gsr, fully built.
