Default Poor Gas Mileage

JDM B16A SIR2, P30 ecu, i/h/e, test pipe.

I am getting 15-18 mpg aroud town right now, BUT i'm getting 35-37 mpg highway (cruising around 4K)??? So the poor gas mileage only occurs around town. My idle fuel pressure is right around 30 psi. There are no CEL's. I really don't know where to start, I'm going to replace the fuel filter and check that the fuel return line isn't pinched...but beyond that I need some reccomendations of what to look at...Thanks

test your o2 sensor. it doesnt always throw a code. u also may want to check your fuel pressure regulator and map sensor.
