Default Please help. Motor won't crank.

Hi I'm having problems cranking my freshly sleeved 83mm b18c5 in a dc2r. So when I try to crank the motor I just hear a click and then sometimes just the starter spins but the engine doesn't crank. I have been over all wiring and grounds and all is well. I removed the starter and tested it by jumping the ignition and the gear spins and moves out. What could be wrong? Also i checked tdc and flywheel teeth and I checked to make sure the outer flywheel gear isn't moving independant of the rest of it. Please any help is appreciated.

The starter motor may be good, but what about the starter solenoid? It may be intermittent enough that it works while on the bench but not while installed. Or, you overlooked a wiring mistake afterall. A spinning starter without engaging flywheel could be gummed up bendix?

the motor is 100% new and I want to crank it it to build some oil pressure before I fire it. So unfortunately I need the starter. I toned the grounds and all is well.
