Partial Fuel?

Im in the process of rebuilding my gen2 Integra. New machined head, new head gasket, tbelt etc, the works.
After getting everything back together I go to start it up and it cranks but nothing. I get a little big of smoke out of #1 (valve cover is off). I check the plugs 2,3,4 arent went at all. But #1 is soaked. So this means 2,3,4 arent getting fuel? Ive reseated the connector to the 3 bad injectors and they still dont wet the plugs.
Just to make sure - Would the plugs be wet if combustion was occuring? And there looks to be a tiny LED light on top of the injector connector where the 2 wires come out - what is this for?
What do I do? Clean, replace, BFH?

I dont hear any clicking but then again im in the car when im trying to turn it over.
The car sat for 6 months never turned on. I dont know if they are getting power, how do I test that?
When I had the head machined I took the intake manifold off but I never removed the injectors or the fuel rail. I left it all intact and just unplugged the injector harness.

Took the fuel injectors out tonight and all 4 of them were super dirty. They had a black carbon like sludge on them. I cleaned them up as best I can. Is there anyway I can test the injector?
