I ran a P28 on my 2000 Civic Si for about a week and didn't have any trouble. The ITR ECU will run a little richer than the Si ECU, but you should be ok as long as you don't put the hammer down.

if youre p28 is programmed with the correct fuel map for a type-r then you will have no problems, in fact in many cases the p28 e.c.u is the best there is

hookups.. most(if not all) of the p28 compliant programs are open loop..
so you see that the map, in fact, is pretty static. Most of them dump
quite a bit of fuel. Hence, even at part throttle you will notice a drop
in MPG.

I have a stock p28 ecu on my hybrid ITR EG6. I know my car is lighter but I get 477km to the full tank on a civic. I don't know if a ITR fuel tank is any larger. Offten times I push my car to 6500 rpms and I still get 477km. So if you plan on shifting at 3400 you should at least get the same gas as I do
