P28 chip problems

P28 chip problems
I am using willem programer and 29c256 chip. I have P28 (european P28. Is there any diference to US model?).
I tried to burn stock p28 bin. with uberdata 1.7 and it wont work. I get cel and car revs up to 3500. I tried to burn some bin. files from internet that other people used and it did not work as well.I am shure my P28 is chiped fine because i tested it with my frends chip and it worked.
But I am not abel to program my chip.
Willem software has all the parameters for any chip I select so I do not belive i have to change things. Does any one have the same problem.
When I activate willem eprom it opens information window and i writes:
PCB3/A/B SETTING JUMPER
WILLEM PCB short ZIF32 Pin3(-) Pin31
Does any one know what that means?
