ONE BAD CYLINDER???

Freshly built b18c1 with pistons and rods alonf with head and full valvetrain
head had all seals replace along with exhaust valve guides
when i did my leakdown #2 cyl plug is covered in black sutt, doesn't seem to be oil definately not oily but extremely black sutt layered
compression and leak down came out very good, and injectors seem to pulse/tick the same with a stethascope???
i am gonna try and move that injector and see if the problem follows any other suggestions though???
im stumped and the car is smoking blue majority of the time but THE WORST on decel it plums blue clouds thought it was valve seals but upon removal of exhasut mani theres no oil unless it's all burnt to sutt, cyl 2 exhaust port has more carbon build up compared to all other ports

well thats what im guessing as a worst case senario im pulling the head off tomarrow, if it is a oil ring do you think it will leave a mark on the walls or would i physically have to pull the pistons out?
