Default oil on spark plug

Today I was going to do a tune up and when I took out my #3 and #4 plug there were soaked in oil. But the oil was all over the threads. My car does not smoke at all so I called my mechanic and he said it was my valve assembly or something like that he said he would also adjust my valves and change my valve cover gasket and the spark plug gasekt for $275.00 and he said that should fix it. What do you guys think? it a 91 CRX Si.
Also it has a loss in performance and bad gasmilage?

$275!!!

That should be illegal. Get a manual and do it yourself. The gaskets will run you about $15 for the valvecover and $3 ea. for the sparkplugs.
A Valve adjustment is easy, as well- do a search there are plenty of step-by-step instructions to guide you through, if not I'll show you a great one.
