oil pressure too high?
That is normal! oil pressure will release at 80psi. when engine cold the pressure will be around 25 to 30 psi, when engine hot it will be lower around 20 psi. On the track after 10 laps, my ITR oil pressure is only around 15psi. That why good engine oil is very important.

Do you have the oil pressure gauge on your car? You can see the oil pressure stay on 20-25psi while you idol, right. Then when accerate, the oil pressure will go up, until it reach 80psi, then oil pressure will go down. Oil pressure cannot go up too high.

You buy a used engine right? it is a 1990 B16A?
Is it the vtec ecu? anything wrong of the ecu? Did you check the vtec solenoid inside, is it many carbon in it ? because if it is dirty, you have to clean it up and change the gasket too, that will cause the vtec doesn't kick in too.
Also check the timing and the condition of the engine carefully, because it is a pretty old used engine, you don't know how the engine inside will be?Also what people do on he engine before..

i think what i suggest maybe stupid. You can try to find another vtec solenoid (make sure it works), put it in your motor, see the vtec will kick in or not. If yes is easy, if still not kick in, maybe something wrong with the ecu or the wiring.
3 ppl checked wiring, all good
have tried 3 different pr3 ecu's
also unbolted vtec assembly, (solenoid, oil pressure switch) replaced with a known working one, same thing
