Default oil in number two cylinder

I have a ls-vtec over the last summer i bent a vavle going from fourth to second so i buy i new head gaskets etc etc. I put it all back together it is thorwing both vtec codes and some other sensor codes and vtec will not engauge so i mess around with it for ever and still no dice. I start thinking maybe i but the head gasket on wrong so today i rip the head which the head bolts where not tight my fault and i notice in the number two cylinder wall there is about a cm or two of oil just laying on top the pistion. Qustion is it the rings that are allowing the oil to come on the top and just sit there which btw my spark plugs where cover, the head which i bought did the guy sell me a bad one are could it be the head bolts where loose. Any help would be great
