Default O2 sensor acting up?

WHy would ECU throw a O2 code only when decelerating with TB closed with RPM dropping from 3K to 1K?
Code does not appear under any throttle application... O2 sensor is new.
89CRX 1G B16
JDM PW0
Code 2 stored, changing plugs around on the 2 oxygen sensors still generates code 2
O2 sensors are new

TIA

It's NGK, OEM Shtuff. Both of the O2 sensors are brand spanking new.

What's weird is that switching the plugs on the O2 sensors still generates code 2!
This is driving me crazy.

The code will set if the ECU sees no activity from the O2 sensor for a certain period of time. I would guess the O2 output is 'pinning' either rich or lean during the deceleration, and causing your code. Normally, the exhuast would be lean during decel. Why this would set a code in your case, I don't have any answers.

My guess is that it is rich. I have recently adjusted the TB voltage to be smack on at 0.45V with TB closed.
What is puzzling me is that if it is rich during deceleration, why don't two of the O2 sensor see it as that?

I have tried second ECU (JDM PR3), same result.

Check for continuity in the wiring harness w/ ohmeter (dvom) if continuity is ok try using shielded wire as a o2 sensor wire. You may be getting RFI interference.
