Default not letting vtec kick in

Is guy told me that if u shift right before VTEC it will kick in harder later when u actually let it kick in. I do not belive this for 1 sec just tell me if this is true to show him he is wrong

why would it do this? to me that's like saying if you shift before you reach boost in 2nd gear, when you hit boost in 3rd it will be more

It's like almost busting a nut and stopping and then blowing it later . That guy is dumb as hell. If you MOVE the VTEC point up SOMETIMES it pulls harder but that all depends on your setup.
