i know of some guy with a neon that only has i/e who apparantely has his ecu chipped so he redlines at something like 8200 rpm's. Is this possible or would it even work at all?? wouldn't his power drop after the normal redline without him having a bunch of internal work done?

 

you are correct. His engine could also sustain some serious damage. Neon at 8200?? What a stunna!
