Default need help! need to replace fuel filter in b16a

My b16a has had a messed up idle for a while now it will idle at 800rpm then drop to 0 rpm then bounce back up and it will continue to do this. i don't think its to good for the motor so i have been racking my brain to fix this problem but haven't found the solution. I hope the fuel filter is the problem.

What i need is instructions on fuel filter replacement the 1994 b16a is in a 89 crx Si.

Sounds more like and IACV or ignition problem, but here is how to replace the fuel filter.

Relieve the fuel pressure.
Disconnect the negative battery cable.
Remove the fuel tank filler cap.
c. Use a box end wrench on the 6mm service bolt at the top of the fuel filter, while holding the special banjo bolt with another wrench. d. Place a rag or shop towel over the 6mm service bolt and SLOWLY loosen the 6mm service bolt one complete turn.

Fuel Filter Assembly

Remove the two 12mm banjo bolts from the filter.
Remove the fuel filter clamp and the fuel filter.
Reverse procedure to install, using new washers as shown in the illustration.
Torque the fuel filter clamp bolt to 7 lb-ft (10 Nm). Torque the banjo bolts to 16 lb-ft (22 Nm). Torque the service bolt to 9 lb-ft (12 Nm).
