Default need help identifying a connector (blown ecu problems)

Its a 90 accord lx with an h22 ive been blowing my ecu fuse randomly i know i have a short somewhere i just cant find it. Ive been cleaning all my connectors and saw this one just hanging there what does this go to and does it need to be grounded or just screwed in anywhere. Its right infront of the alternator and runs up next to the radiator. And if you know what this connector is hopefully you can tell me what wire is shorting out cause im sick of looking! the only code i get is 17 and all the wires look good so looks like its time for a new vss.
Help me out accord forum is showin me no love

Thanks for the help
